In this supplementary submission addressed to Ms. France-Élaine Duranceau, Minister responsible for Housing, Mr. Yves Joli-Cœur, President of the RGCQ (Regroupement des gestionnaires et copropriétaires du Québec), advocates for a more consistent application of Article 1068.1 of the Civil Code of Quebec. He challenges the interpretation that the syndicate’s certificate regarding the co-ownership’s status can only be issued after a purchase agreement has been signed. According to him, this interpretation goes against the spirit of the reform stemming from Bill 16, which aims to promote greater transparency in real estate transactions. The submission recommends that the regulations allow for the issuance of the certificate as soon as a unit is listed for sale, in order to ensure that both buyers and sellers have access to complete and reliable information.
